Start by roasting the peppers with a pinch of salt. After they are well toasted, remove the skin from the pepper and cut it into strips.
In a pan, sauté the chopped onion with the oil. Then add the Oriente rice, 2 cups of hot water and a pinch of salt. Let it cook for about 7 minutes over low heat. Add the peppers and cook for another 2-3 minutes.
Roast the sardines with a pinch of salt.
Serve the sardines with rice and roasted peppers and finish with chopped fresh parsley.
